PWSA (Pittsburgh Water and Sewage Authority) is the monopoly for water services. They also provide for sewage services as well. Simply put, PWSA owns the infrastructure, and seem to have a great deal of leniency in the price they can charge. I just don’t see the water bill affordable for very low income households (less than poverty). I would hope to be considered as middle income with the incomes I will be receiving, but I will still find the water bill as pretty high.
